I think its stupid for a fisherman to get that close to a group duck hunting. Its a safety issue to me. I had fishermen show up around a point a few years ago at 7am on opening day and we were shooting so they knew we were there. I'm thinking there isnt anyone around, they could have easily taken shot to the face if the birds came in at the right angle. Granted the OP was refering to a WMA and its public, but I like my eyesight and I'm damn sure not going to risk it to catch a saltwater choupic or a wormy trout.

What some of you don't seem to realize is some fishermen,me included don't really know how to judge if we're to close or what. Voices as well as gunfire out in the marsh sound really far away and muffled as compared to the woods where every shot sounds like it just fricking went off 10' from you.
