I don't think the Gov trusts him. You could see his face when Merle disagreed with his wanting to go after Darryl. I think the Gov is using him but realizing he'll need to get rid of Merle eventually.

Someone mentioned Merle getting the drop on Maggie and her man...I thought that was ridiculous too. He should have had a bullet in him right then.
