There are a handful of "arguably the third best player in the world" players, none of them are Neymar. That is an awful statement.

Whoah whoah whoah, wait guys, he said ARGUABLY.
Clearly, there HAS to be an argument for him to be ranked over Xaviesta, RVP, Ozil, et al.
The kid might not even be the best on his national side, and neither Messi nor Ronaldo plays for Selecao.
