Part of the issue is historically you had so many decent schools in the SWC. In the early days Rice and TCU had some powerhouse teams because private schools actually had better resources than public schools. SMU had a few eras where they were excellent. UH actually had some really stout teams as well and Baylor was a consistent Top 25 team back when Grant Teaff was coach. Mainly though a lot of the talent was dispersed amongst those schools and that meant you had 8 schools plus Arkie, the OK schools, and LSU going after that Texas talent. Sure Texas had the most years on top of the pile but they didn't dominate nearly as much as they act like they did outside of the 60's when the scholarship rules really made the field unbalanced.

Oh and to whomever asked lots of schools would have loved Jackie Sherrill before the NCAA came after him and RC Slocum turned down the Arizona Cardinals job to stay at A&M. Mike Sherman actually turned down the Cleveland Browns job as well.
