I think he thinks Tate is innocent (or at least isn't truly convinced that he is guilty) but realizes that there's no way in hell he can get him out of there or that anyone in law enforcement gives enough of a damn to investigate deeper to make sure they have the right person.
This means the only option he has is to try to make Tate think he's crazy so he isn't put to death. The shrink is probably thinking he will try to get the place shut down once he leaves, then can have Tate moved some place more sane.
