Titans robbed with apparent missed review!

With under a minute to go, game tied at 13-13, Reggie Wayne catches a ball and as he was tackled, the ball was stripped prior to his elbow touching the ground. After hearing a live replay, there was no whistle blown prior to the runner being down. The first whistle blown was after the defender started to recover the fumble. Also, it was apparent that, possesion, would have been given to the titans.

I don't understand why the play wasn't reviewed!

Thoughts?
