Again, it's probably not called with a regular crew. But your OP is asking why a ball in outfield was called infield fly.

Since that is the case (i'll take your word for it), then yeah, it's a bad call.
Generally, if it's a few steps out (and pretty subjective judgement) then IFR still can occur.
