I'd like to keep it rather cheap bc I plan on giving him my 270 in a few years

I'm assuming that means you need to buy a scope as well???
Those cheap rifles are plenty good enough. The only one I don't recommend is the rem 770.
You can get him a .270 right now with a youth stock and let him shoot managed recoil ammunition if he can't handle full power shite (although he probably can)
