The way handball is called is just overall fricked up. How many times can you honestly say without a doubt a handball was deliberate? Yet they call any kind of handball when it's outside the box, even when it's obviously ball to hand.

That was not a penalty though. Even if its not in the rulebook technically, I think refs will be more likely to give one if the guy's arms are in an unnatural position on a shot, but not when it just bounces up off the ground.

Refs will rarely call PKs on a handball when the arms are below the waist and it is clearly incidental. Sometimes they will, especially if the ball is heading towards goal. In this case, the ball was going the opposite way and gave Tottenham no advantage.
