Can someone explain why that is a safety?

I'm assuming it's because he broke the plane with his hand (and the ball it looks like) and then his knee went down in the end zone (doesn't have to be touched in college).
ETA: At first I thought it was just his hand that came out but it looks like he did cross the plane with the ball before putting his knee down.
That sucks.

I figured the ball would be spotted where it was when his knee went down; at the 1" line.
