I have always thought this as well, but didn't know if that is actually the rule or if something happens to make the clock stop after a second one or not

I'd be interested to see that as well. Obviously, that would prevent a team from just being able to get a 3-0 lead in the first quarter and run the clock out. However, it would still be terrible. Teams could false start before every play and each drive/series/play would run twice as much clock. So a team getting the ball with the lead with 7 minutes left could run out the clock with just one first down
