can people safely evacuate that area without getting trapped on the road or run into flooding?

Its not an area as pretty much a line down the entire length of Tangipahoa parish.
Kentwood is one of the places on the list.
Wonder if we will see Britney Spears in a boat pulling a Sean Penn.
(although the town isn't really that low lying compared to the river)
