Don't waste those years of experience and work trying to 1) change an entire city's culture, and 2) cater to a very small market which is both spread out and hard to quantify.
If I were you I would start out in a more progressive or at least affluent city.

I'll have to agree with this
I'm always surprised at how educated the guy here at SPECs is in CC. The food culture here is pretty much abysmal.
