Criminal Justice or HR?

My heart has always been with CJ but it just seems I'm getting shot down every time I apply for a position, even going as far out as places like the FBI HQ in DC. I have experience working with programs such as DHS but I think because I'm 22 and fresh out of college they overlook that.
