I was curious about this too, so I did a little digging. I found this. Basically, the lakes are too shallow to properly circulate, and the oxygen content is dropping fast. Over time they've filled up with runoff silt. The plan is to dredge, but the last price the corp put on it was over $20M, and no one wants to pick up the check since they still look like nice lakes, and aren't bringing down the property value of those massive houses around them.

They did some dredging when I was there. Long time ago of course.
