With that said, I find it goes against GoT logic that anyone with this disease would just be shipped off to Valyria instead of being executed immediately.

Steal or rape or commit any crime? Cut off hands or mutilate as punishment or banish them to the wall. Often public execution is also allowed depending on the crime. Disobey an order from a superior (regardless if it's a military superior or someone just higher than you in the class system like a King/Queeen/Lord etc...)? Instant execution is acceptable. Desert a military post? Instant execution. A singer/jester or whatever doesn't entertain a tyrannical King properly? Mutilation or executed. And quite often the limbs or bodies of these executed are posted on the cities walls to remind everyone to keep their shite together. The point is that this world is filled with unjust killing, torture and other types of mutilation and it's accepted depending on the situation. Contract a disease that is instantly transmittable by the slightest touch and that can wipe out the entire worlds population in an extremely short time if an infected person happens to walk into a populated city? They have to be put to death to save the entire worlds population, right? Surely that would be accepted and understandable given the seriousness of this situation and considering all of the other reasons death is an acceptable solution, right? Nope - banish to a deserted city and cross your fingers they don't ever decide to leave and pray that some jackass doesn't travel to said deserted city (now filled with mindless, uncivilized, infected killers), get himself infected, and return back to civilization to infect everyone.
