If that were the case, Dany would be in Aegon's position now. Viserys showed some signs of madness early, but Dany didn't. Dany was never in Varys real plans until she got the dragons. That and her army is all Varys cares about. He merely used Dany previously as fodder for Robert in order to keep his eyes off of Aegon.

may have put that fake aegon in play to try to get him on the throne to rule through him (spider being the real aegon).
