After the Battle of the Bells, the crown realized this wasn't just any uprising and King Aerys sent Danye & the other two to get Rhaegar. When they reached Rhaegar he ordered them (Danye, White Bull, Whent) to stay. Rhaegar took Martell, Darry, & Selmey of the kingsguard to the Trident. The final member of the kingsguard, Jamie, remained in King's Landing to protect the King.

Jaime was essentially Aerys's glorified hostage to keep Tywin in line and never let him leave King's Landing during that time.
I know we all briefly discussed earlier how Jaime recalled his last conversation with Rhaegar, and that Rhaegar told Jaime that upon his return that he would call a counsel and basically overthrow his father. Why didn't Rhaegar do this right after his father burned the Starks?? Rhaegar seemed to be a day late and a dollar short during the whole course of the rebellion.
