Honestly, I think they have to make him a starring character, just to make killing him off all the more shocking to the viewers. You have to approach this character as if he is the second most important character in King's Landing after Tyrion. I'd go so far as to give him the final credit with "and" like they did with Peter Dinklege in the first season.

Yeah, I can see the show doing that. The book certainly didn't give him a starring character feel. He had like 3 or 4 parts in ASoS IIRC. I remember thinking when he died, "WTF? That's it? He's done?"
