I think that there is such a high level of texture to the story that people start to see red herrings where there are no red herrings. I think that Ned's mom most likely is simply unimportant. He didn't mention her for the simple fact that there was no point in mentioning her.

But why would they give us detailed lists of the Frey lineage and Catelyn's mother family, the Whent's? Yet Ned's mom or her family is never mentioned? C'mon. 
I think it would be interesting if she was either a Skaagosi, a Wildling, or a Reed. Could explain why the Reeds love the Starks.
Also, I think there is more to Benjen joining the NW than GRRM lets on. Yes, he was a third son, but his dad, brother, and sister all died. Shouldn't Benjen have gotten married and had children to ensure the Stark family wouldn't go extinct? Yes I know Robb would take precedence over Benjen's inheritance of Winterfell but still.
