I definitely agree with this, Varys has to keep the realm unstable to allow Aegon a chance at taking the throne and Tywin as Hand would have created more stability.

I think he deep down knows that Tyrion is a form of him where all of his worse and good qualities are amplified, and thus has some respect for Tyrion's skills. I agree with this as well, the dialogue between the two of them in this last episode really showed how he feels about Cersei. I think he admires her ambition, but knows she's in over her head and can't even keep her son from acting like a complete jackass.
