Yeah. I think all that have been mentioned in any kind of description in the text (i.e. Darkstar, Edric Dayne, Ashara Dayne, etc) all have some degree of violet eyes.

Now that's not to say they aren't of Targaryen descent somewhere along their line. They're one of the houses that there isn't much on outside of a few people so it's hard to say. They were Targ loyalists in Robert's Rebellion.

I'm not saying the theory is wrong or anything. Just that I don't know that I could throw in that it's right based on Darkstar's physical description.
