Yesterday I asked this question to someone who kept repeating the same thing and never got an answer. Are you saying the University tests the general student population? Or are you using University, athletic department, and team interchangeably?

Student athletes. Not the general population thank God. But it is a university policy for that subset of students. All schools have programs because certain drugs are pe's. They are amateur athletes after all.

The NCAA mandates that every school have some policy that tests student athletes. How that policy is administered is up to the institution. The "consequences" that we keep seeing posted are not always hard and fast rules. They are more like guidelines. Les could have fought for TM7 to stay on the team, but my gut tells me he had already done so a couple times.
