i get the impression that schools that splash on facilities like that are doing great academically, (they tend to be located in richer areas to begin with though)

And of course the biggest difference is Texas schools are independent districts, so they dont rely nearly as much on the state for support. So there is more buy in from the people of the communities because it is in a sense their money and their pride in those schools.
