maybe I misunderstand your question?
did you not see the announcement of the sanctions from weeks ago? they talked about that in general terms then (it was pretty near the first sentence of the announcement)

I didn't read the announcement because the sanctions were posted all over the Internet. That's all I was really interested in at that time.
