There's a nearly 400 page thread on the Penn State scandal on Buckeye Planet.
The NCAA can sanction Penn State because they violated the morals and ethics clause in the NCAA bylaws by covering up a pedophile in their midst.
Also, the sanctions imposed are those suggested by and agreed to by persons at Penn State that had the authority to sign the consent decree.
Comparing the situation at Penn State to Arkansas and Petrino is absurd.

Obviously, not reporting a child predator is extremely morally repugnant. However, many would say that providing a job for a mistress and hiding it from the school is also immoral and unethical. So, what portion of the action of covering up an immoral act is it that 'activates' the morals and ethics clause?
Is it that there were four more people involved in the cover-up?
Is it the severity of the crime?
Is it the identities of those who covered the crime up?
Is it that it had a possibly large effect on the football program's future?
Comparing an ethics violation to another one is not absurd when they are no different in the jurisdiction that the NCAA has over them. There is nothing about the PSU scandal that calls for NCAA interference more than the Arkansas scandal.
