Why are there so many conflicting reports on the scholly losses? I've heard 40, 60, and 80 over 4 years. Seems to me that 10 per year for 4 years is 40.

They have a 65 scholly limit for 4 years. They essentially lose 20 per year.

They said from 25 to 15 which refers to their initial counter limit, and that is for 4 years. I didn't hear what their total annual limit will be capped at (from 85 to..).
