Okay so after researching it appears this is a common problem, are you using Chrome by any chance?
I found this:
I tried to download it in Internet Explorer and at about 40% it asked me to run it, so apparently it's a DL speed issue with AMD.

so i read that sometimes it might not dl right if u just use run instead of save i was usuing chrome, the dl was so fast, it didn't seem right. I'm trying
enet explorer now. DL seems to be taking a lot longer which makes me think it's working now.
