Hypothetical Question. Suns offer EG one year deal?

Could the Suns have offered Eric Gordon a one year deal worth 10-12 mil, let the Hornets match that then at the end of the year went to the Suns as an unrestricted free agent and signed his big deal then?

Restricted free agents need to be offered at least a 2 year deal.
