I prefer baitcast but if youre more comfortable with spinning, get a spinning reel with stainless bearings so it doesn't get eaten up by salt.
I like all-star classic rods, $49 for a solid rod.
Eta: $650??? You should be able to get a good setup with that. Damn that would be a fun academy run.

I'll definitely check it out.
I'm pretty much starting from scratch.
