Chelsea is to blame here. Torres is incapable of playing alongside another top striker. He needs to be the focal point of the offense in order to succeed. At Chelsea he has never been given the opportunity to do this. Just because his skill set may complement Drogba's doesn't mean they will succeed together. When Torres is in the game, the Chelsea midfield still run the play through Drogba before Torres. He has become almost completely ineffective in a 4-3-3 or 4-4-2 (alongside Drogba).
Torres will not succeed until Mata moves into a central position, much like Gerrard, Drogba is gone and Chelsea gets some real width.
