Why hasn't England been better in international competitions?

Never won Euro and only 1 WC win (66 when it was in England).
They have tons of great players and the best league in the world in their home country. What gives?

A lot of people are going to say that most of their players are overrated. Still good but overrated.

In questions that directly pertain to human existence this one is right up there:
1. Is there a god?
2. Why hasn't England won a tournament recently?
3. Why did they cancel Arrested Development?
4. Why doesn't Stuart Holden respond to my tweets?

Can't beat Portugal in penalty shootouts

Too many individual personalities and styles.

They don't really have tons of great players though.
Rooney's the only English player on a top four team that people would argue is that team's best player. Newcastle's best players are foreign. Chelsea has some good English players but they're getting up there age-wise.
Even this year's lesser teams are somewhat the same way. Just going by the top ten, Fulham's best players are foreign. I don't know who the Liverpool fans think are their top five players, but my guess is it would be Gerrard and four foreigners (some group of Suarez, Reina, Leiva, Agger, and Skrtel.)
They've got some good players but compared to the top teams their roster isn't that scary.

The EPL's best talent aren't homegrown.

Jozy didn't respond to mine and I went to fricking Nijmegen to see him play. I didn't even know that place existed.

Their current roster has people like Gerrard, Lampard, Stewart Downing.
I think Gerrard and Lampard are awesome in the EPL but I don't know how much they have in the tank for the Euros right after UCL/EPL action.
Why Downing is on the roster. I have no clue.
It's also funny that England has only placed in the World Cup's top three one time. (1 WC Win). While the US has finished in the top three at a WC 1 time.

They have been consistently competitive
Their record would be different if these competitions covered all of soccer's history

Read Chapter 2 of Soccernomics dedicated solely to this topic.
This.
Read it.
Not just the chapter (though the chapter answers this specific question), the whole book.
Then read everything else Simon Kuper wrote, and recommends.

Here is the England 2018 squad projection I did back in August. Is it title-level?

----------Carroll(29)--Rooney(32)--------
Milner(32)---------------------Walcott(29)
------Wilshere(26)--Henderson(28)-----
Gibbs(28)----------------------Walker(28)
--------Richards(30)--Jones(26)---------
------------------Hart(31)-------------------
Bench:
ST - Sturridge(28)
ST - Delfouneso(27)
ST - Welbeck(27)
ST - Agbonlahor(31)
MF - A Johnson(30)
MF - Lansbury(27)
MF - Lennon(31)
MF - Rodwell(27)
DF - Cahill(32)
DF - Smalling(28)
GK - Carson(32)
Depending on when the old guard retires, the roster in 2014 would look about the same. This also doesn't include any of the much younger players like Afobe, McEachran, or Shelvey who haven't seen as much first-team action.

I've read Soccernomics. I agree with him to a certain extent.
Some of his points can easily be refuted, particularly the one about English players needing to go to foreign leagues.
Out of the most successful European national teams of the past 25 years or so (Germany, Spain, Italy, and France), only France has seen the majority of its players ply their trade for foreign clubs. Spanish players play in Spain (or Barcelona if you're into Catalan nationalism), German players play in Germany (aside from Ballack's stint at Chelsea) etc.
The biggest problem with England is the lack of tactical knowledge by a vast majority of their international players the past 40-odd years. I think Kuper talks about how Italian players constantly receive tactical training alongside their on-field practice. Look how successful Italian players-cum-managers do in today's game. English managers for the most part suck (Allardyce, Redknapp as a tactician, Pearce, McClaren).
As manager/organizer of my university team in England, I was scoffed at for suggesting that we try something other than a 4-4-2 to reverse a string of shitty performances (granted it was a largely shitty team). They had no concept of how using a 3 man backline could both improve our porous defense, while also creating more scoring opportunities.
TL;DR: The English don't care about tactics.
