Paul Muni very likely the best ever actor on scene
Edward G. Robinson better than most think.
Jimmy Stewart WWII changed him into a great actor.
John Barrymore still a great actor.
Charlton Heston (got side track when he became head of the actors guild, may never be replaced as the larger than life hero type)
An actor misused Fredric March, had a much larger range than shows up in his films.
Sydney Greenstreet came to movies late in his life and left a large impression on all that saw him act.

tigerfan 84...
Gregory Peck is a very good pick and I had a hard time leaving him out, or not speaking of his fine work on film.

Edward Norton(would be considered higher by most if he got better films)
DDL
Tom Hanks
De niro
Brando
5 is too little if you would ask me again in 5 minutes i would probably give 4 or 5 different actors.
I think Michael Fassbender is going to be one of the best actors of all time after his portfolio thickens. He just seems like he could fit right in with classic movies and Humphrey Bogart but he is a new actor
