Sounds like he needs an entire computer though.
Sure, you could probably get away with an older CPU and an older card (6970 probably)..and a cheap mobo. ..
I'd rather just save a little more money and go after higher end components though.

I made a corporate account on one of those sites to get wholesale pricing 
I built a few friends of mine computers as well as my parents so it would look legit. I got an i7 and 2nd best ASUS mobo for like 650 after the rebates. All he would really need after that is a case and graphics card. All the other stuff is small petty cash
