I can't think of a city that could produce more crazy stories than NOLA, but I don't know how well it would work in a GTA setting if they made it just like the city with the narrow streets and such. I remember playing the Hitman level in a New Orleans Mardi Gras setting and it was pretty fricking cool.

They could do New Orleans. Street car hijacking. Have a swamp area with airboat chases and shite.
