Question about the hard cap

With Bama at 27 commits and rumors swirling that they may end up with Kwon, what is the rule on signing 25? Can they accept LOIs from 3 kids who will grey shirt? Is this a qualification thing?
ETA: What if LSU decides to take 26 (I know it isnt going to happen), would that mean they assume someone wont qualify? I'm just trying to wrap my mind around this rule and Bama is the best example right now.

For this year (and this year only under the new rule) you can back count recruits. Alabama only signed 22 last year, so they can sign 28 this year. If LSU only signed 24 last year, they could sign 26. Next signing day the hard cap of only signing 25 no matter what starts.

i think the key there is signing, because under the old rules the counting was done on those who actually enrolled.
under the new rules those that are signed are counted.

So, can LSU sign 27 this year if we can make room for them. hill should either come off this year or be counted on last year correct?

this is incorrect from what I've gathered.
Remember LSU had scholly limitations last year due to the Akheim Hicks situation. LSU was unable to sign a full class last year and cannot use those "open" spots to back count for this year.

No, we had a Major Violation against the program and loss 2 scholly's because of it so we cannot back count any.
