It was a very stupid thing to do, but is anything like this on the legal books in New Orleans? You can see a lot worse happening if you turn down the wrong street during Mardi Gras.
New Orleans during Mardi Gras has always allowed alot of nudity for females. Males get busted pretty quickly if they drop their trousers.This is a case of assault and not just flashing. Don't get confused.

To those posting this is not that big of deal... If you have ever got passed out drunk before think about if you were in this guys shoes wether it was at Krystal, in a bedroom at a friends house party, or wherever. How would you feel having your face posted all over the internet with some sick ficks balls all over you face? This is an act of sexual assault plain and simple. No matter if he was passed out drunk in the quarter or not. How about if it was your significant other that this happened too?

Upper nudity on females is usually let slide in nola, if anyone drops their trousers they are getting in trouble. Public urination is a huge no no, not because ur urine, cus ur junk might be visible. You are a sex offender for public urination, male or female. So if u can get in trouble for peeing on some bushes, you def getting in trouble for putting ur genitals on someone without permission.

I was in the Quarter a few years ago, Monday before Fat Tuesday. Engaged a NOPD mounted patrol after I saw 5 guys on the sidewalk in handcuffs. Asked him how on earth a guy gets cuffed during Mardi Gras. He replied that the first dude decided to display his junk and the other 4 came to his rescue when the NOPD officer dropped him. Serious lack of judgement when dealing with cops on horses.
