There are individuals who do nothing but appraise sports memorabilia. They take the value of similar sports items, such as other signed footballs from that time, and use there sold value to determine a price for that particular signed football. They're not always correct but most of the time they're very close. Of course, something is worth what another person will pay for it and so that might be more or less than the appraised value. I am a personal lines insurance agent so I deal with people getting items appraised all the time. They do this so they can either add that item to their home owners insurance so it is covered in the event of a loss or get a special policy just for an item or items.
