As one who does not follow recruiting, can someone tell me why there is such a huge difference between Rivals (LSU=3) and ESPN (LSU=11)? What players does ESPN rate significantly lower, or is across the board lower?

ESPN does not focus, therefore does not spend money, on recruiting.
