1) Ammo is scarce, but that's part of the fun. Eventually, you'll be rolling in ammo. Just save up and scavenge every place you can. It adds up.
2) This is normal. There are some people/creatures who will whip your arse in the beginning if you confront them. You've gotta be strategic when you fight, or when/where you travel for that matter. The more you level, the better you'll be at fighting, but so will the enemies.
3) I always leveled my bartering a good deal and guns (and energy weapons. Comes in handy later). You'll spend hours trading for supplies and bulking up your inventory. Pick about two perks that you don't think you'll use. For example, I never leveled up my melee or unarmed. It allows you to beef up the other areas.
Also, pay attention to which perks you pick. Make sure they benefit you in the long run.

I actually bought a copy of Fallout 3 last time I was at gamestop because I couldn't find my copy. Plan on starting a new save file in the next few days.

i never used energy weapons and did fine. Conserve ammo, keep 4 weapons on you at all times and only use the weapon that is strong enough to kill the enemy. i.e. dont use a high powered rifle on a fly, or a dog.
The easiest way to conserve ammo is to sneak as close as possible and rifle a shot or two to the head, cover, and then shotgun the head when they come looking around the corners for you. it requires you being really close to enemies, but its one of the few times VATS was abused.
Use the swift learner perk, and the educated perk as early as possible. it makes the game much easier as you go on.
