Allowing legislators to purchase a ticket avoids ethicial delimma's. You are living in a fantasy land if you think someone wouldnt offer them free tickets. Then the legislator is in a sticky situation, if he takes te tickets is that accepting the gift? What happens if someone offers him 10 tickets for face value? It is easier and a lot cleaner for him to get the rights to purchase tickets through LSU where everything is legit.
Or does the legislators just need to make a law where if they were not season ticket holders they can not go to a LSU game.
