If LSU wanted to give all of the tickets to poor orphans from Africa, they could.
The powers that be at LSU have clearly decided that a portion of their allotment is best utilized on state legislators. I'm sure a cost-benefit analysis was done long before you decided to start condemning those people who don't have a say in this decision.

LSU does what it thinks it has to do under the circumstances. That doesn't make it right, or ethical.
