I've hunted Toledo a lot and I just can't believe there are more ducks over there. That's why I finally got on a lease in the East zone this year.

It seems like people have talked about this supposed "westward shift" since 2001-2002 when hunting slowed down considerably from the great run of the 90's. I personally think mojos have some blame for making ducks harder to work now and the huge harvest of 2000-2001. We have a place in SE Arkansas and that season killed 600+ ducks on the first 4 weekends. Been hunting a place in N Texas and there have been a lot of good hunts so far this season, but I don't think the patterns have shifted that substantially. There sure does seem to be a lot of pressure the last few years, and maybe what would do wonders would be a 30 or 45 day season to knock out some of the new hunters who throw a mojo out and sky blast all day long.
