I think you got slightly lost in terminology. The "reviewer" was referring to two versions of guide rods (with captured springs) that have been shipped with Gen 4 G-19's. The Gen 3 is not stiffer than the Gen 4 (irrespective of the guide rod).
The rod is stamped in the Gen IV either 03 or 04. The 03 rods have stiffer springs. My 03 and 04 reference had nothing to do with a Gen III Glock, just the stamp. From the second link I posted:

1. If your recoil spring is stamped 03, it is a stiffer spring. This spring allows full power duty ammo to recoil much softer and flatter, making it feel as if you were shooting light target loads out of a Gen3. Here's the trade off, Gen4s are hit miss with light practice ammo, some have cycling issues, some don't. For me, this was a non issue, I reload my ammo so I just bumped my powder charge a bit and I'm happy. For others, they spew a lot of hate because their gun has cycling issues with light/lower power loads. It's simple physics, and for some reason people refuse to acknowledge it, tighter recoil spring means it's more difficult to force the slide back, shooting lighter target loads (wwb, federal 115gr, etc) may not be strong enough to force the slide back every time. If your recoil spring is stamped 04, your gun will shoot the same as a gen3. You will lose the advantage of being able to shoot higher power loads with such a soft feel, but you will be able to feed practice ammo without problems.
On that note, your duty ammo is high power ammo and will have no issues cycling your Gen4
You need to understand this going in, otherwise you will be disappointed with your Gen4, then go register on another forum dedicated to glocks, and spend the rest of your days bashing the Gen4
From the bold section I can see where the confusion might be coming from.

Different guide rod & recoil spring system. The first units had issues with 115 grain ammo (range ammo). The newer style guide rods (stamped "04") seem to have resolved this "issue."
this is what I was talking about. My buddy had to replace his spring system, but it wasn't a big deal
