As I've said before: cops usually make up their minds about guilt or innocence early on in a case. The ensuing investigations are to either corroborate or disprove what they already suspect to be true.

Wrong, if there are conflicting reports, but you know something has occurred. One of two things in this situation would happen from how I see it.
#1 Everything would be forwarded to the Detectives division to continue the investigation and find more evidence.
Or what I think should happen in this case #2, Everyone is booked for La R.S. 14:103, and then let it be sorted out by the Judge.
