I agree with this statement from a military perspective, however, if arrests are made, "in house" no longer is an option for dealing with the infraction. Wouldn't you agree LT?

Agreed.

And when people went to the hospital, it is also not "in house" anymore.

In general, yes. But I've SNCOs spring more than a few kids by promising the local PD (Norfolk, Seattle, and San Diego) that they'd deal with it. In the end, the cops thought it for the better.
