It doesn' have to be legal for someone not to be arrested. They were issued a citation.

In some states you cannot get arrested for most moving violations. (You know, apart from DUIs and vehicular homicides and crap like that).

I think a lot of people on this board from Louisiana are just used to being in an oppressive state.

Check out this list of "Most Free States", Oregon comes in at #8, Louisiana at #35:

Like GRAND THEFT AUTO.

Which is likely the charge for driving a rental car, underage on a suspended license, without your name being on the contract.

Sounds like Oregon has ZERO laws.

Yeh I wish I could drive 120 and smoke weed and not have to worry about the cops
