I have to go with Windu on this one. Almost took out the emperor all by himself. I realize the emperor may not have been at the peak of powers at that time but that is still pretty awesome.

Windu is probably one of the best, if not the best Jedi lightsaber combatants. He perfected the most difficult and aggressive one-on-one saber form.

I think that the Emperor was waiting on Anakin to arrive. He could have just whipped his at any moment he wanted to.
