Exactly. I got the impression that if the Emperor wanted someone dead, he could kill them with his mind instantly and that he just tortured Luke as slowly as possible because he's an evil frick. The Emperor laughs at the fact that Luke has a lightsaber and does not think highly of them, merely thinking of them as toys. If the Emperor was at this point in the original trilogy, then why the hell does he have a lightsaber in the prequel trilogy? Plus if the Emperor was this powerful, Yoda should be as well.
