It's the SOLE decision of the General/Commander of the Mississippi River Valley Levee Division .. Michael Walsh in this case.
Governor Jindall can not tell him when to open the gates or even influence him.
I can assure you it was a very complete SECRET of when the gates would actually be opened even at the highest levels of state governent.

Yes. FWIW, Walsh was the person Sen Boxer got all "call me Senator not ma'am" on.
Do you know if it was a specific decision made by Walsh or was it a prescribed because of the water levels and other factors and Walsh and company determined the specifics like when and how much water to release?
Could Walsh have determined to not open the spillway?
